Meta and RWE Sign Fourth Solar Power Deal in Two Years, Adding 298 MW Texas Project to 872 MW Partnership

Meta and RWE have announced a long-term corporate power purchase agreement for the Rabbit's Foot Solar project in northeast Texas, the fourth such deal the two companies have signed since 2024 and one that brings their combined contracted capacity to 872 megawatts.

A Growing Portfolio Across Four States

The agreement covers the full output of the 298-megawatt-AC Rabbit's Foot Solar project, located in Bowie County in northeast Texas. The deal extends a partnership that began accumulating scale in 2024, when RWE and Meta signed their first joint power purchase agreement.

 

The three previous agreements covered the 274-megawatt Emily Solar project in Illinois, the 100-megawatt Lafitte Solar project in Louisiana, and the 200-megawatt Waterloo Solar facility in Texas, bringing the pre-Rabbit's Foot total to 574 megawatts. With Rabbit's Foot added, the two companies now have agreements covering 872 megawatts in aggregate across four states.

The electricity generated by the Rabbit's Foot facility is intended to support Meta's stated goal of matching its operations with 100 percent clean energy. The project broke ground earlier this year and is expected to reach commercial operations by the end of 2027.

 

Economic Impact in Bowie County

RWE and Meta highlighted the local economic dimensions of the project alongside the energy announcement. Construction of the Rabbit's Foot facility is expected to create nearly 200 jobs in Bowie County.

 

Over its operational life, the project is projected to generate USD 50 million in tax revenues across a 40-year period, distributed among Bowie County, the DeKalb Independent School District, Texarkana College, and Emergency District #6.

Ingmar Ritzenhofen, Chief Commercial Officer at RWE Americas, described the community dimension as central to the project's value. "By investing in Bowie County, we're not only creating approximately 200 local construction jobs, but also generating substantial long-term tax revenue that will help support schools, technical education programs, emergency services, and critical road maintenance and infrastructure improvements across the community," Ritzenhofen said.

Amanda Yang, Head of Clean and Renewable Energy at Meta, said the project would bring new generation capacity to the Texas grid in addition to delivering local employment and economic benefits. "We're proud to deepen our collaboration with RWE with our expanded portfolio," Yang said.

RWE's Position in the United States Market

The Rabbit's Foot agreement fits into a broader expansion strategy RWE is pursuing across the United States. The German energy company currently operates roughly 13 gigawatts of generation capacity in the country, spread across solar, onshore wind, and battery storage assets operating in 27 states.

 

The company has set a target of adding 9 gigawatts of new generation capacity in the US by 2031, which would bring its total installed capacity there to 22 gigawatts.

To fund that growth, RWE has committed to investing approximately USD 19.67billion net in the United States between now and 2031.

 

That figure represents nearly half of the company's total planned global investment of USD 40.50 billion over the same period, signaling the degree to which the American market has become central to RWE's capital deployment strategy. Beyond wind, solar, and battery storage, the company has indicated it also plans to build out flexible gas peaking capacity as part of its US portfolio development.

The Significance of the Four-Deal Sequence

The pace at which RWE and Meta have accumulated joint agreements is notable. Four power purchase agreements covering projects in Illinois, Louisiana, and Texas at a combined 872 megawatts, signed within approximately two years, reflect a level of commercial repetition that goes beyond a single transactional relationship.

 

Each successive deal has added to a structure in which Meta gains contracted clean energy supply for its operations and RWE gains offtake commitments that underpin project development and financing.

The Rabbit's Foot project is already under construction in Bowie County, meaning the PPA is attached to a facility with active development progress rather than one still in the planning phase.

 

The 2027 commercial operations target gives a defined timeline for when the project is expected to begin delivering electricity under the terms of the agreement.

RWE announced the deal from both its Austin and Essen offices, reflecting the transatlantic organizational structure through which the company manages its US operations.
