The LINE (NEOM)

The LINE is a futuristic project of NEOM and one of the largest construction projects in the world. The concept of THE LINE is to house and transport people, distribute essential services, and make use of renewable and regenerative local resources. Also, the world’s first cognitive city transforms the concept of commutation with a five-minute walk, in addition to high-speed rail with an end-to-end transit of 20 minutes.
The estimated construction cost for The LINE is around USD 100 to 200 billion USD. The project aims to house 9 million people in a structure standing 500m tall, 200m wide, and stretching 170km into the Saudi Arabian desert.

Currently, the mega-infrastructure development project appointed world-leading partners like Delugan Meissl Associate Architects (DMAA) - (urban designer), Gensler (city planning consultant) and Mott MacDonald (city infrastructure engineer) to deliver the core city planning, design and engineering for the first phase.
Foundation work on The LINE project is already underway. The crews are casting more than 120 foundation piles for phase one. In October 2024, NEOM partnered with Saudi-based contractor Asas Al-Mohileb to set up and run a USD 186 million concrete plant with a capacity to provide 20,000 cubic metres per day to serve the project.
Piling work is nearly complete at Module 46 of The Line. According to COO Giles Pendleton, four modules (45 to 48) are progressing steadily, with more than 5,500 piles per module driven up to 70 meters deep. Drone footage shared by Pendleton also highlights progress in the marina area and extensive concrete use across Phase One.
New Murabba Mixed-Use Development

The New Murabba Mixed-Use Development is a new mega project under construction in Riyadh, Saudi Arabia. The project, launched in 2023 as part of Vision 2030, aims to reshape Riyadh’s skyline and establish the world’s largest modern downtown.
The New Murabba district will span 19 square kilometers in northwest central Riyadh and the development includes a mix of residential, commercial, and leisure facilities. The Mukaab, an iconic cube-shaped skyscraper, lies in the center of the project. This architectural skyscraper spanning 400 cubic meters, incorporates advanced technologies and holographics.
The Saudi Arabia project developed by the New Murabba Development Company (NMDC) includes 104,000 residential units, 9,000 hotel rooms, 980,000 square meters of retail space, and over 80 entertainment and cultural venues. The estimated project cost of New Murabba Mixed-Use Development is around USD 50 billion.
Also, the New Murabba seeks the interest of leading international, regional, and KSA-based contractors for structural steel works, large-scale design-build façade developments, expansive public realm constructions, critical infrastructure, and technology developments.

Oxagon - Floating Port City (NEOM)

Oxagon is the prestigious industrial city under development as part of NEOM. The project located in the Tabuk Province of northwest Saudi Arabia was launched in 2021 by His Royal Highness Prince Mohammed bin Salman. The floating port city is strategically situated along the Suez Canal and the Red Sea which handles 13% of global trade.
The Oxagon project covers an area of 48 km² and is expected to accommodate 90,000 residents by 2030. The construction design includes Oxagon industrial city, port of NEOM, Oxagon village, Oxagon innovation bay and Wadi as part of the design.
Oxagon, the largest floating structure in the world, will have an estimated construction cost of USD 33 billion. Oxagon will have a 100% renewables-based energy system powered by solar PV, green hydrogen, battery storage, and onshore wind. The transportation facilities will be in the form of urban air shuttles and green commercial vehicles.
The Oxagon, one of the largest Saudi projects 2025, uses modern construction techniques like modular building, 3D printing, and zero-emission heavy machinery. Also, the port city will have water management innovations including seawater desalination and wastewater treatment plants.
The Oxagon Data Center is also part of the industrial city which is set to become one of the largest data centers in the world. The upcoming data center project in Saudi Arabia has an investment of USD 12.8 billion and has a capacity of 1 GW.
Oxagon Data Center project is now partnering with major global technology leaders like Oracle, AWS, IBM, and ServiceNow. Oracle is investing USD 1.5 billion to expand its cloud presence in KSA, while AWS has pledged USD 5.3 billion to enhance regional infrastructure.
Jeddah Central Development

The Jeddah Central Development Project is one of the largest construction projects in Saudi Arabia, launched in 2021 by His Royal Highness Crown Prince Mohammed bin Salman. The project has an investment of SAR 75 billion (USD 20 billion), and it will transform 5.7 million square meters of Jeddah.
The project developed by Jeddah Central Development Company (JCDC) has key landmarks, including an opera house, a museum, a FIFA-compliant stadium with a 45,000-fan capacity, and marine aquariums featuring coral farms. The first phase of the Jeddah Central project is expected to be completed by 2027, and the second phase is scheduled for completion by 2030, with a third phase beyond that.
The Jeddah Central Development will host 17,000 modern residential units, over 2,700 hotel rooms, a world-class marina, and a 2.1 km sandy beach. Forty percent of the project is dedicated to green spaces and public facilities, enhancing the city’s livability.
In 2024, contracts worth SAR 12 billion were awarded for phase one, covering the construction of the opera house, stadium, and oceanarium, along with critical infrastructure. Companies like China Railway Construction Corp., Sama Construction, Modern Building Leaders, and China Harbor Engineering Arabia are leading these works. The Jeddah Central Development Project is set to contribute SAR 47 billion to the Saudi economy by 2030.

SEVEN Yanbu
SEVEN Yanbu is located along Yanbu’s seafront promenade on Al Nawras Island. The project value is around SAR 1.1 billion (USD 292 million) and has key attractions, including carnival rides, a 10-screen cinema, bowling alleys, and indoor golf.
SEVEN Tabuk
SEVEN is investing over SAR 1 billion to develop an entertainment hub spanning 72,500 square meters in Tabuk. The destination will include a family entertainment center, a Discovery Adventures center, an e-karting track, futuristic bowling alleys, and a cinema. Inspired by Tabuk’s culture, the design incorporates a glass canopy and hydroponic tower, reflecting the city’s traditions.
Riyadh Banan City Development

The Banan City Project is one of the largest smart city developments by the Saudi Talaat Moustafa Group. The project spans over 10 million square meters and is located in Riyadh's northeastern Al-Fursan suburb. Banan City will provide quality of life to over 120,000 residents with essential services, including shopping, healthcare, education, and recreational facilities, to cater to the diverse needs of Saudi society.
The giga project launched in May 2023 has already surpassed its first-year sales targets within two months of opening reservations. The residential project has an estimated investment of SAR 31.4 billion (USD 8.4 billion) and projected revenues of SAR 40 billion (USD 12 billion).
Banan City will feature more than 20,000 smart homes, ranging from contemporary apartments to spacious villas and family-oriented houses. Talat Moustafa Group began the construction of the large-scale smart city project located northeast of Riyadh in July 2024.
Soudah Peaks Mixed-Use Development

The Soudah Peaks Mixed-Use Development is a luxury tourism project by Soudah Development, a fully owned subsidiary of Saudi Arabia’s Public Investment Fund (PIF). The project is located in the Aseer region at an elevation of 3,015 meters above sea level and spans over an area of 627 square kilometers.
The project will be completed in three phases, with the first phase set to be completed in 2027. Upon full completion in 2033, Soudah Peaks will feature 1,336 residential units, 2,700 hotel rooms, and 80,000 square meters of commercial space. The master plan encompasses six distinct zones—Tahlal, Sahab, Sabrah, Jareen, Rijal, and Red Rock.
The development will include luxury mountain resorts, residential chalets, hotels, palaces, and commercial spaces, as well as outdoor attractions for adventure, wellness, and cultural exploration. Only 1% of the total land designated for construction supports the Saudi Green Initiative.
Sindalah Island Development (NEOM)

The Sindalah Island Development is the NEOM's inaugural luxury marine tourism destination, launched on December 5, 2022. The mega construction project is situated at the northern tip of the Red Sea in Tabuk Province, Sindalah Island, and spans 0.3 square kilometers.
The island's strategic position, enclosed by coral reefs and located just 2.6 nautical miles from the coast, makes it a prime gateway for Red Sea marine tourism and a global hub for yachting. The project includes an 86-berth marina designed to accommodate yachts of all sizes, establishing Sindalah as a central destination for luxury cruising.
Sindalah also has 840,000 square meters of high-end facilities, including a luxury beach club, a yacht club, and a curated selection of international restaurants and boutiques. The development features three hospitality facilities offering 440 rooms, 88 villas, and 218 hotel suites. The island includes a premier 6,474-yard course with 18 teeing grounds and two nine-hole experiences, combining sport with scenic beauty.
On October 27, 2024, Sindalah became the NEOM’s first operational destination, accessible within 17 sailing hours from Mediterranean locations. The USD billion mega project is still under construction in Saudi Arabia.
Rise Tower Skyscraper Development

The Rise Tower, also known as Burj Raiz is a skyscraper project proposed for construction in Riyadh, Saudi Arabia. The multibillion-dollar project aims to become the tallest building in the world with an unprecedented 2 kilometers height. It is more than double the height of Dubai’s Burj Khalifa, the current record-holder at 828 meters.
The project is financed by Saudi Arabia’s Public Investment Fund (PIF), and architecture firm Foster + Partners is reported to be involved in the project. The project has an estimated cost of USD 5 billion, and the skyscraper will likely become a centerpiece of Riyadh’s skyline.

Jeddah Tower Development

The Jeddah Tower (also known as the Kingdom Tower) is set to become the tallest building in the world, soaring to a height of 3,281 ft upon completion. The project is the centerpiece of the Jeddah Economic City (JEC) development and spans an area of 5.3 million square meters. The Jeddah Tower project represents the Kingdom’s urban and economic transformation under Vision 2030.
The construction project is designed by Adrian Smith + Gordon Gill Architecture. The 168-story mixed-use tower will feature 530,000 square meters of space, housing offices, a luxury hotel managed by Four Seasons with 200 rooms, 121 serviced apartments, 500 residential units, and retail spaces. The world’s highest observation deck is part of the tower, offering breathtaking views of the Red Sea and beyond.
Construction led by the Saudi Binladin Group resumed in 2020 after earlier delays and significant progress made by October 2023. Key contributors include Thornton Tomasetti for structural engineering and Dar Al Handasah for construction supervision.
As of now, the Jeddah Tower project is 76% complete, with a completion target of June 2028. The tower has an estimated cost of USD 1.23 billion, anchoring the larger USD 20 billion Jeddah Economic City development.
