Project Overview

Khavda Renewable Energy Park is a 30 GW solar + wind project that is set to become the world's largest renewable energy park once commissioned. Spanning over 72,400 hectares, this Khavda park is five times the size of Paris. This project will power 16.1 million homes and will avoid 58 million tonnes of CO2 emissions annually. Of the 30 GW capacity, 2 GW has already been operationalized by AGEL (Adani Green Energy Limited).

This project includes TOPCon, N-Type bifacial solar modules and aims to generate 81 billion units of clean electricity and create 15,000 employment opportunities, boosting the national economy.

Project Background

The Khavda Renewable Energy Park is an innovative hybrid project combining solar and wind energy. This project is a part of AGEL's ambitious goal of 500 GW of renewable energy capacity by 2030.

The project is planned, constructed, and operated in the resource-rich region of Gujarat. It is located in the Kutch district of Gujarat, an arid, non-cultivable land suitable for renewable energy development. This region receives solar irradiation of 2,060 kWh/m²/year and a wind speed of 8 meters per second, making it optimal for hybrid renewable energy projects.

AGEL entered several partnerships with other companies, such as NTPC Renewable Energy Limited, TotalEnergies, and many more.

The NTPC Renewable Energy Limited, a subsidiary of NTPC, one of India's top renewable energy companies, built a 397.7 MW ground-mounted solar project in Khavda Solar PV Park Block- 4.

The solar trackers for this 397.7 MW project were supplied by NEXTracker. Vikram Solar supplied solar module supply for this project. Sterling and Wilson Renewable Energy, one of the top solar EPC companies in the world, will perform operations and maintenance for the solar PV power project for 3 years.

Vikram Solar, one of India's top solar panel manufacturers, has also supplied solar modules for 1,255 MW for the Khavda Solar Project. These modules are cutting-edge bifacial DCR modules boasting a minimum capacity of 540 Wp, meeting the Approved List of Models and Manufacturers (ALMM) standards.

The Khavda Renewable Energy Park has witnessed some project milestones:

  • In February 2024, About 551 MW of the project was commissioned.

  • In March 2024, Khavda Renewable Energy Park achieved an operational capacity of 1000 MW, which includes installing approximately 2.4 million solar modules.

  • As of 2025, about 2000 MW capacity is operational at the Khavda Renewable Energy Park.

Project Location

The Khavda Renewable Energy Park is identified at Vighakot BSF Post, near the International Border in the Kutch district. The park is planned across 72,400 hectares of land allocated under the Government Waste Land Policy.

An approach road of 16.26 km was constructed, along with the widening and strengthening of the existing 40.83 km road, completed by 31st December 2021. The land was issued by the Government of Gujarat with the condition that developers have to develop 50% of capacity in 3 years and 100% capacity in 5 years from the time of commission of the approach road (31st December 2021).

Its location connects the park to India's central grid through a 765 kV transmission line for effective power distribution to over 16.1 million homes.

Project Cost

The Khavda Renewable Energy Park is being built with a project cost of INR 1.5 Lakh crores (USD 18.7 billion). On 3rd September 2024, TotalEnergies announced its joint venture with AGEL for the Khavda project in Gujarat. Under this agreement, Total Energies is investing an equity investment of USD 444 million for this project.

Project Timeline

2024: In July, a 250 MW wind turbine became operational

2024: In September, TotalEnergies entered into a joint venture with AGEL.

In December 2024, NTPC REL (Renewable Energy Limited) welcomed bids for a 1200 MW solar project at the Khavda renewable energy park. The bid is conducted for the Balance of System (BOS) package to develop a 1,200 MW (Interstate Transmission System) ISTS-connected solar PV project at Khavda Park-South Block in the Rann of Kutch, Gujarat. The project comprises four 300 MW blocks.

The selected bidder will be awarded the scope for design, engineering, manufacturing, supply, transportation, installation, testing, and commissioning of the solar photovoltaic plant, excluding the supply of solar PV modules, which will be provided by NTPC REL.
