TotalEnergies Demobilizes Floating LNG Terminal in Le Havre as Gas Supply Conditions Stabilize
TotalEnergies announced on November 25, 2025, its decision to demobilize its floating LNG terminal in Le Havre, citing stabilized gas supply conditions in France and Europe. The energy company provided the floating storage and regasification unit (FSRU) at its own expense without public subsidies in 2022 during Europe's major energy crisis.
Emergency Response to Energy Crisis
In 2022, Europe faced a major energy crisis due to a sharp decline in gas imports from Russia. France had to increase its imports of liquefied natural gas (LNG) to ensure its own energy security and to contribute to Europe's energy security. At the request of the authorities, TotalEnergies provided France with the LNG floating storage and regasification unit in the port of Le Havre.
The terminal acted as a “safety net,” with its additional gas import capacity proving highly useful during significant consumption peaks driven by winter weather or geopolitical tensions. TotalEnergies made a full contribution to the country's energy sovereignty in a highly tense and uncertain context.
Current Gas Supply Situation
Gas supply conditions in France and Europe have now stabilized, according to TotalEnergies. The company notes that the floating LNG terminal in Le Havre is no longer necessary, as evidenced by its lack of use. The Rouen Administrative Court observed this lack of necessity in its decision of October 16, 2025.
In this context, TotalEnergies has decided to demobilize its LNG FSRU in Le Havre. The terminal's removal comes as the emergency conditions that necessitated its installation have subsided.
